"Planning for the Construction of New Energy Systems during the 15th-16th Five-Year Period"

The "15-20" Plan for the Construction of New Energy Systems has been released recently.

 

The overall goal of the plan is to initially establish a clean, low-carbon, safe and efficient new energy system by 2030, providing strong support for the construction of an energy power country. Over the next five years, China's energy system will exhibit four characteristics: First, it will be more secure and resilient, with the comprehensive energy production capacity reaching 5.8 billion tons of standard coal, with the self-sufficiency capacity steadily increasing, and energy imports becoming more diversified and controllable. Second, the energy structure will be more optimized, with China's power generation capacity exceeding 4 billion kilowatts at present, and expected to reach 5.4 billion kilowatts by 2030, with the proportion of new energy in the power generation capacity exceeding 50% and becoming the main body, the proportion of non-fossil energy power generation reaching 50% and becoming the main body of electricity generation, and the consumption of coal and oil reaching their peaks. Third, the system form will be updated, with the accelerated construction of a strong, resilient, green, low-carbon, integrated and integrated, intelligent and efficient new energy infrastructure system, and the initial establishment of a new power system. Fourth, the innovation vitality will be stronger, with the modernization level of the industrial chain significantly improved, entering the forefront of world energy technological innovation; the market and price mechanisms adapted to the new energy system will be more complete, and a national unified power market will be basically established.

 

First, strengthen the coordination and optimization of spatial layout. Adhere to "one national plan", and optimize the energy layout and flow. The key points are: focusing on the large-scale development of non-fossil energy, creating "four bases + distributed" five growth sectors to support the proportion of non-fossil energy consumption reaching 25%. Focusing on consolidating the production foundation of fossil energy, clearly designate key construction of oil and gas strategic guarantee bases, and optimize the construction of five coal production bases. Focusing on optimizing the layout of key channels, strengthening the construction of energy transmission "major arteries" such as West-to-East power transmission and West-to-East gas transmission.

 

Second, strengthen the strategic coordination of system construction. The construction of new energy systems is a systematic project. We have planned six strategic tasks for the construction of new energy systems. Build a strong and resilient energy security system to enhance the strategic security, transformation security and emergency security capabilities of energy. Build an advanced and compatible new energy infrastructure system to support energy transformation and development. Build a green and low-carbon energy consumption system to promote energy conservation and carbon reduction in key areas, and deeply implement clean energy substitution. At the same time, build an independent and self-reliant energy scientific and technological innovation system, a coordinated and efficient modern energy governance system, and a three-dimensional and diverse energy international cooperation system.

 

Third, strengthen project-driven support. On the one hand, implement a number of major strategic projects. High-quality promote major strategic projects such as Ya Xia Hydropower, build "Shagao Hua" new energy base, water, wind and solar integrated base, and offshore wind power base, and actively and safely promote the construction of coastal nuclear power. Coordinate the construction of infrastructure such as the "national network" for oil and gas and new power grids. On the other hand, actively build new industries and new business projects. Promote the quality improvement and upgrading of the charging facility network for electric vehicles, layout and build integrated bases of wind, solar, hydrogen, ammonia and alcohol, build solar thermal power projects, promote the development of green electricity connection and intelligent microgrids, and complete a number of zero-carbon parks. It is expected that the investment in key energy projects and new business in the "15-20" period will maintain a steady growth trend, with a total scale exceeding 20 trillion yuan.

 

In line with the internal and external circumstances of energy development, focusing on security guarantees, low-carbon transformation and innovation, we have also planned "three key points".

 

First, focus on strengthening oil and gas security guarantees. Strengthen domestic production, vigorously promote oil and gas exploration and development. Strengthen international cooperation, consolidate and expand the diversified import of oil and gas. Increase the development of new energy, strengthen the strategic layout of multiple alternative fuel sources, and promote the large-scale application of new energy trucks and ships.

 

Second, focus on strengthening the construction of new power grids. The new power grid is one of the "six networks" that society pays close attention to. We will optimize the layout of cross-provincial and cross-regional power transmission channels, strengthen the collaborative construction and operation of power grids at all levels, and build a new type of main distribution micro-grid that is safe and reliable, green and low-carbon, strong and resilient, and intelligent and flexible.

 

Thirdly, we will focus on promoting the two-way empowerment of AI and energy. We will deeply implement the "AI+" energy action and accelerate the digital and intelligent transformation of the energy system. At the same time, we will strengthen the coordinated development of computing and electricity, and coordinate the allocation of energy resources with the construction of computing facilities, promoting the integration of electricity and computing power and the promotion of computing power by electricity.
